The CAREC Program is a partnership of 11 countries (Afghanistan, Azerbaijan, People’s Republic of China – focusing on Xinjiang Uygur Autonomous Region, Georgia, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Uzbekistan, Turkmenistan and Pakistan) supported by six multilateral institution partners (MIPs) including the ADB, the European Bank for Reconstruction and Development, the IMF, the Islamic Development Bank, UNDP and the World Bank. The MIPs are working together to promote development, trade, and commerce throughout the Eurasian landmass.

To increase trade with the regional markets, the FBR and Ministry of Commerce developed a strategy to improve border crossing points (BCPs) infrastructure, equipment, and procedures to reduce cargo dwell time. With this background, the GoP planned to become part of CAREC project to modernize its three (03) main BCPs i.e. Torkham, Chaman and Wagah borders, as state-of-the-art dry ports.

Each BCP comprises the following infrastructure components:

Civil works: 100+ Buildings (administration building, business centre, mosque, customs lab, clinic, quarantine, seized good warehouse, open and closed examination, examiners hall, perishable goods warehouse/cold storage, canine units, bomb disposal, and fire station, etc.); RCC overhead & underground water tanks; Tube-wells; Rigid Pavement; Parking Areas; Flyover; Pedestrian Bridges; Walkways & Underpasses; Retaining Walls; RCC boundary wall: GI Fence; Sewers/drains, Conduits & Stormwater drains, etc.
Electro-Mechanical Works: HVAC Works; Electrical Works; Powerhouse and provision/installation of generators; Fire Suppression Works; Vertical Transport (Lifts); Weigh Bridges; Toll Booths; Steel Canopies; Plumbing Works; and Relocation of Utilities (Water Supply lines, Electric lines & Optical Fiber).
ICT & Security Works: Provision & installation of Security Equipment i.e. Gantry & Passthrough Scanners, Walk Through gates besides other security equipment; Fire Detection and Alarm System; Access Control System; CCTV System; Server Rooms; Cable & Management System; Voice Telephony Equipment; Wireless Access Points; and Data Center Equipment, etc.
